Prime Minister Sushila Karki has given a 14-point directive to ministers and secretaries on Monday. During a meeting at the Office of the Prime Minister and Council of Ministers in Singha Durbar, she ordered all ministries to prepare and implement a clear action plan (blueprint) so that every citizen can feel visible improvements in governance and public service.

According to her, “In line with the spirit of the protests held on Bhadra 23 and 24, all ministries must create and apply concrete plans to control corruption, ensure good governance, and improve public service delivery.”

PM Karki also instructed officials to follow strict financial discipline, emphasizing that the Ministry of Finance’s circular on public spending must be followed without exception. She stressed that public funds should be used effectively and with measurable results.

She also called for boosting private sector confidence and improving the industrial environment through regular dialogue, coordination, and cooperation with relevant stakeholders.

Here are the 14 points from the Prime Minister’s directive:

  1. Prepare and implement a ministry-level blueprint to bring visible improvements in corruption control, good governance, and public service so that all citizens can feel real change.
  2. Maintain financial discipline and use public funds effectively by strictly following the Ministry of Finance’s circular.
  3. Work with the private sector to raise confidence and improve the industrial environment through dialogue and cooperation.
  4. Take measures to increase public trust in the government and boost morale among civil servants and security personnel.
  5. Make the transfer and promotion system of employees more organized, predictable, transparent, and fair.
  6. Immediately prepare a report on the damages caused during recent protests and create a reconstruction plan. Make sure damaged infrastructure or equipment does not interrupt public services.
  7. Support preparations for upcoming elections by coordinating with the Election Commission, security agencies, political parties, and other stakeholders.
  8. Review the implementation of each ministry’s annual plan. Move beyond traditional methods and set new standards of performance.
  9. Hold regular meetings of the Ministry-level Development Problem Solving Committee and bring key proposals to the National Development Problem Solving Committee.
  10. Ensure proper management of all councils and committees chaired by the Prime Minister, including the Inter-Provincial Council.
  11. Organize discussions on diplomatic matters with newly appointed ministers and provincial chief ministers.
  12. Make workforce management in provinces more effective and strengthen coordination among all three levels of government.
  13. Ensure rule of law by taking strict action against all forms of criminal activities without any compromise.
  14. Eliminate unnecessary government structures and merge or transfer them to make public administration more efficient and productive.
